GRIPP initially grew out of cooperation between the International Institute for Energy Conservation (IIEC) and Greenpeace-Southeast Asia aimed at initiating a multi-stakeholder input to develop Greenery – a package of lower cost energy efficiency resources and higher cost renewable energy resources delivered to the grid that can compete with traditional fossil-fuel power resource options, as a power sector solution for developing countries. GRIPP eventually became a collaborative undertaking of various local and international stakeholders like the GERMANWATCH, Preferred Energy Incorporated, Greenpeace-Southeast Asia Energy Campaign, Philippine Rural Reconstruction Movement and Solar Electric Company, Inc. (Philippines).

GRIPP seeks to demonstrate that renewable energy need not necessarily be small-scale power projects but can also be cleaner alternatives to on-grid fossil fuel based power plants. By demonstrating that a mix of energy options linked to the local economy and livelihood generation such as biomass cogeneration plants and wind farms for on-grid applications, off-grid electrification and energy efficiency will demonstrate that there is no need for fossil fuel power plants.

A major milestone of the organization is the fight of the Negrenses particularly the people of Pulupandan against the 50 MW coal plant helped spark the revolution towards a totally clean energy future that is slowly taking ground in Negros Occidental. Since then, efforts have been made in making Negros the first ever province whose development will be powered 100% by renewable energy.
